Image>Mode>grayscale
(image will flatten)
Image>mode>RGB color
create new layer (layer>new layer)
select paint brush (b)
select colors on color swatch
paint picture at 25-35% opactity
make sure you make a new layer for each section of paint
You can add text AFTER coloring if you want.
